Development and Examination of Indicator System to Evaluate Nursing Quality for General Hospitals in China

Purpose:
To evaluate the Quality Evaluation Standards Implementation Rules in Hospital (Nursing), present suggestions.To develop nursing quality indicator system in general hospitals, including structure indicators, process indicators, outcome indicators,test reliability and validity of the system.

Background/Significance:
The present medical and nursing quality is faced with great changes．Nursing quality indicators are very important to the evaluation and development of the nursing quality in hospital．In present, the nursing quality indicators still stay at the phase of developing in China. This research is to develop and verify the nusing quality indicators which are suitable for evaluating the nursing quality in general hospitals in China．

Methods:
First establish the nursing quality indicators through Delphi technique, identify the weighting coefficient of each hierarchy use Analytic Hierarchy Process. Then explore the method to collect informations about indicators and it's feasibility use Delphi technique. Afterwards the final nursing quality indicator system in general hospitals are established. Test the reliability and validity of the nursing quality indicator system, evaluate the nursing quality of several hospitals use the existing data from Health Bureau, Nursing Quality Control and Improvement Center, Analysis Department of hospitals.

Results:
Expected results:1.Present revision of The Quality Evaluation Standards Implementation Rules in Hospital (Nursing), including more measuable objective indicators. 2. The final nursing quality indicator system including structure indicators, process indicators and outcome indicators, describe the indicator's definition, measurement and data collection in detail according to NDNQI format. The weighting coefficient of each hierarchy are reasonable, outcome indicators contribute the highest percentage, then are structure indicators, process indicators are the lowest. 3. The final nursing quality indicator system has perfect reliability, validity and feasibility.

Develop the nursing quality indicator system, it is important to the evaluation and development of the nursing quality in hospitals in china．
